Re: Layoffs, Recalls and CEWS 

Dear Brothers and Sisters: 

On May 29th, the IAMAW’s Canadian office, under the direction of Canadian General Vice President
Stan Pickthall, met directly with Air Canada Labour Relations to discuss the extension of the CEWS
program for our membership in the TMOS, Clerical, and Finance Bargaining Units. 

Air Canada has taken the position that due to licencing and operational requirements, they are
carrying surplus members in the Tech-Ops Business Units and, as such, do not require additional
Members at this time. Unfortunately, they are unwilling to extend the CEWS program for our
Members in Tech-Ops. They are also unwilling to extend the CEWS to the Clerical and Finance
Members who are laid off. 

The IAMAW position was to have CEWS extended to ALL laid off members. The company did not
agree with our arguments. 

The company’s original intention for the implementation of the CEWS program for the Airports and
Cargo division was projected as follows: June – 541 members, July – 496 members, and August – 231
members. Since the agreement was made, these numbers have increased and may be subject to
further change. 

Air Canada’s reason for the staggered implementation is due to anticipated call backs during the
identified timeframe. For more information on this agreement, please refer to GVP Stan Pickthall’s
letters dated June 9 and June 16, 2020. 

It should be noted that the numbers cited are system totals and have been further broken down by
station and classification. 

Air Canada commenced term (temporary) recalls within the Airports and Cargo category/classifications
2 weeks ago. These recalls were happening while the layoff and bumping procedures, as outlined in
the Collective Agreement, were still ongoing. This meant that the process was occurring out of seniority
order. The District was successful in achieving an agreement with Air Canada to temporarily freeze all
bumping movements – whether to a new city, down to a new classification, or to a new category. 

Unfortunately, those members that were unable to bump, elected not to bump, or not maintained on the
CEWS program, will be laid-off effective June 7, 2020 in accordance with the provisions of the collective
agreement.

Air Canada TMOS – Layoffs, Recalls and CEWS /2 

We will be meeting with Air Canada Labor Relations to continue the second wave of lay-off and bumping
on June 17th and 18th. We will endeavour to sort out the temporary freeze on the bumping and determine
the timeframes for when the full lay-off and bumping process will resume. Once these meeting are
concluded, the results will be communicated. 

These are extraordinary times and things are changing at a rapid pace. Please do not hesitate to reach out
to your General Chairperson(s), Shop Committee representatives and Shop Stewards if you have any
questions at all. 

We will provide updates as more information becomes available.
