AIR CANADA – TMOS
ARTICLE 16 – LAY-OFFS
Dear Brothers and Sisters:
As you are well aware, Air Canada issued a General Information Circular (GIC) on April 28, 2020 advising of their intention to initiate the lay-off processes effective June 7th in accordance with the IAMAW/Air Canada TMOS Collective Agreement.
Members began receiving notification of lay-off along with “Bumping and Recall Election Forms” via their Air Canada email on April 29, 2020 with a deadline for submission of May 6th. Despite short notice from the employer, the first phase of the lay-off and bumping process is complete.
The next phase is to jointly process Bumping and Recall Election Forms.
The IAMAW has appointed a “Bumping Committee” made up of General Chairpersons and Regional Shop Committee Representatives around the country from both Tech-Ops and Airports/Cargo.
The first round of bumping meetings between the IAMAW and Air Canada Labour Relations is scheduled for May 23rd and May 24th.
Once the first round of bumping meetings is complete Members can expect to receive confirmation letters and status updates via their Air Canada email on June 1st. This will effectively move the process into “Wave 2” and further updates will be provided at that time.
Members are encouraged to familiarize themselves with Article 16 of the Collective Agreement and please, do not hesitate to seek guidance and clarification from your General Chairpersons, Shop Committee Representative(s), and Shop Stewards.
Per Article 16.15.07 of the Collective Agreement “Laid-off employees may be allowed a period, not to exceed thirty (30) clear calendar days from date of lay-off notice, within which to report for duty at point of bumping.”
Any COVID-19 related inter-provincial domestic travel restrictions in place at the time of reporting for duty will be taken into account and reviewed.
The Union has entered into lay-off mitigation discussions with Air Canada. Further updates regarding these on-going discussions will be communicated when they become available.

It is unclear at this time what effect may occur to the lay-off and bumping process should Air
Canada elect to participate in the extension of the Canada Emergency Wage Subsidy
(CEWS) program beyond June 6th.
