ELECTION CENTRAL REGION – NEW GENERAL CHAIRPERSON POSITION
DESIGNATED AIR CANADA TECHNICAL OPERATIONS
& LOGISTICAL SUPPLY
Dear Brothers and Sisters,
As a result of the appointment of Bro. Lou Pagrach to the position of Grand Lodge Political Action
Representative, the Transportation District 140 Executive Board unanimously agreed to postpone the
General Chairperson election in the Central Region pending that the following motion be adopted:
“11.01.08 – There shall be one (1) General Chairperson designated for Air Canada Technical
Operations and Logistical Supply in the Central Region. This designated General Chairperson
shall be nominated by and elected by only those members who are employed in Air Canada
Technical Operations and Logistical Supply in the Central Region. Members represented by
this designated General Chairperson are not eligible to vote for the designated Service, the
designated Airport Screener or the designated Air Canada General Chairpersons. They are
eligible to vote for all Central Region At Large General Chairpersons”.
The above mentioned motion was moved, seconded and carried by the requisite vote at the
Transportation District 140 Convention held in October 2016, by the Convention Delegates. As such,
Dispensation from the Grand lodge office has been granted to immediately conduct an election in the
Central Region for a Designated Air Canada Technical Operations and Logistical Supply General
Chairperson in order to backfill the vacant General Chairperson position previously held by Bro. Lou
Pagrach in accordance with the above noted Bylaw.
Per Transportation District 140 Bylaws Article 11.03 nominations for this position will take place at the
December General Membership meetings of all Local Lodges (2323, 2413, 2921) within the Central
Region, under the jurisdiction of the District.
Article 11.03.01 states:
“within twenty (20) days of the Local Lodge meeting where nomination(s) were closed,
the accepted nominee must deliver to the District ST a letter, signed and bearing the LL
seal by his or her Local Lodge Recording Secretary, stating that the nominee meets the
eligibility requirements of this Article. In addition, the nominee must submit a signed
letter stating their acceptance of the nomination.”
In order to qualify for office, nominees must meet the requirements of Article V, Section 5.07 of the
Transportation District 140 Bylaws. Members wishing to stand as Candidates should fully acquaint
themselves with all of the terms and conditions of Article XI of the Transportation District 140 Bylaws. …/2

Candidates shall be elected by Absentee Ballot and at ballot boxes in polling stations at all applicable
Local Lodges within the Central Region on Friday, February 10, 2017 in accordance with the IAMAW
Constitution and Transportation District 140 Bylaws, 11.04, 11.07.01 and 11.07.02.
Local Lodges within the Central Region will be responsible for conducting the balloting and will
announce the time and location of polling stations.
As per the IAMAW Constitution, Members may qualify to vote by Absentee Ballot if they:
a) Reside more than forty (40) kilometers from the polling place;
b) Are confined by verified illness;
c) Are on vacation, official Union business, employment assignment, military leave or leave qualifying under the Canadian Family Leave law.
Members applying for Absentee Ballots must do so in writing and must ensure that their request is
delivered to their Local Lodge Recording Secretary, by hand or by Canada Post. Absentee Ballot
requests must be received by the Local Lodge Recording Secretary no later than January 13, 2017.
Eligibility for Absentee Ballots will be determined by the Local Lodge Recording Secretary and
Secretary-Treasurer before the Ballot is mailed. Members found not to be eligible to vote by
Absentee Ballot will be notified within ten (10) days of receipt of their application.
